Nation authority stays with the Nation.
PAVA helps institutions prepare. Each Nation decides whether and how it participates. Software does not grant consent or replace consultation.

The $0 software-license policy applies to Indigenous Nations and Indigenous-governed institutions. Separately scoped implementation, hosting, migration, training, integration, or support may carry cost.
